The Team

Puerto Rico Maritime Group was founded in March of 2022 by a Puerto Rican veteran with 21 years of service in the United States Coast Guard. Our mission is to provide services and solutions that result in a safe, efficient, and resilient marine transportation ecosystem, in full compliance with federal and state laws and regulations. Committed to helping all components of the maritime industry enhance the safety and health of the maritime fleet and navigable waterways vital to our nation, our founder’s vision guides our every endeavor. Despite PRMG’s relatively brief 18-month presence in the industry, our team of experts collectively contributes more than a century of experience, acquired through service throughout the United States and multiple foreign countries. Our team consists of dedicated of mainly former United States Coast Guard veterans who are committed to advancing the maritime community in a secure and efficient manner, leveraging our extensive understanding of the constantly evolving regulatory environment to ensure our clients’ continued adherence to full compliance.

José M. Rosario Carpio, President and Founder of Puerto Rico Maritime Group (PRMG), LLC, is a seasoned leader with a remarkable 21-year military service background, specializing in maritime operations and safety. As the Founder and President of Puerto Rico Maritime Group, LLC, he brings a wealth of experience to the table, emphasizing safety, compliance, and efficiency. With a strong educational foundation, including a Master’s in Applied Mathematics and Quality Systems Management, José combines his diverse skill set with fluency in Spanish, business process improvement, and problem-solving.

José’s leadership and problem-solving skills have been honed through his extensive military career, including roles as Chief of Operations in the U.S. Coast Guard. He managed multi-disciplinary teams responsible for waterway inspection, investigation, and management in Puerto Rico and the U.S. Virgin Islands, ensuring compliance with federal and local laws and regulations. In addition to his work with the Coast Guard, José has been instrumental in various projects, such as his role as a Consultant & Project Manager for the Integrated Transit Authority of Puerto Rico, where he provided support in achieving regulatory compliance and managing the construction of new ferries. His commitment to safety, well-being, and efficient maritime operations makes him a valuable asset for the industry and the community at large.

José’s vision and expertise continue to shape the future of maritime operations in Puerto Rico and beyond, prioritizing safety, resilience, and the well-being of our nation’s maritime fleet and waterways. His diverse experience and dedication to collaborative problem-solving have established him as a prominent figure in the maritime sector, ensuring that operations are carried out in compliance with the highest standards of safety and efficiency.

Alejandro Sims, J.D.

Alejandro Sims, J.D., Vice President of PRMG, LLC, brings over 20 years of maritime and legal expertise to the table. He adeptly manages a diverse client portfolio, fostering strong client relationships and providing invaluable insights through meticulous legal research. His background in the U.S. Coast Guard, both as a civilian and reserve member, showcases his proficiency in conducting technical reviews, ensuring maritime regulation compliance, and supervising fleet conformity. Alejandro is dedicated to industry safety and regulatory adherence, a commitment reflected in his contributions to training programs.

With a Juris Doctor from the Interamerican University of Puerto Rico and a B.A. in Political Science from the University of Puerto Rico, Alejandro combines legal expertise with comprehensive certifications, including USCG Master Marine Inspector and USCG Foreign Passenger Vessel Examiner. Fluent in Spanish, he excels in Safety Management Systems, Vessel Inspections, Audits, Legal Research, and Project Management. Alejandro’s profound impact on crucial projects, ensuring compliance with federal regulations and safety standards, is a testament to his unwavering commitment to enhancing maritime operations and safety in Puerto Rico and beyond.

José L. Jimenez

José L. Jimenez, a Senior Partner at PRMG, LLC, boasts a distinguished career in law enforcement, commercial and military vessel operations, and drug and migrant interdictions. His extensive expertise in managing and operating diverse vessels worldwide, always prioritizing safety, sets him apart. With a strong background in high-stress environments, including drug and migrant interdictions, José excels at maintaining order on the waterways. His responsibilities have included overseeing maritime operations across 28 states, with an unwavering commitment to safety and security.

José’s educational background includes a Master of Business Administration from the University of Michigan and a Bachelor of Business Administration from the University of Puerto Rico. His numerous certifications, including USCG – Operations Afloat and USCG – Financial Management, attest to his proficiency in the field. Fluent in Spanish, he excels in ferry operations management, financial management, project management, intergovernmental relations, team building, and crisis management.

As the Senior Partner of PRMG, LLC, José has led multi-million-dollar maritime initiatives, collaborating with diverse stakeholders to secure funding for critical projects while ensuring the highest safety standards. His remarkable track record includes overseeing ferry services for millions of passengers and cargo units, system management, regulatory compliance, and human resources. His dedication to safety and regulatory adherence is evident through his exceptional contributions to maritime projects. José’s visionary leadership and unwavering determination have transformed ferry services, revitalized remote islands, and contributed to regional economic growth. His commitment to safety, financial accountability, and regulatory compliance is unmatched, making him a key figure in enhancing maritime operations and fostering economic growth.

María Lopez

María Lopez, Environmental Specialist at PRMG, LLC, boasts over 9 years of experience in the non-profit sector, specializing in natural conservation. Her extensive background as an environmental educator equips her with the skills to effectively communicate the significance of conservation best practices to diverse audiences. Beyond education, María excels in grant writing and project management, crucial in driving the success of conservation initiatives and ensuring that project goals translate into tangible results. Her multifaceted role involves providing consulting services in environmental compliance, skillfully navigating the complexities of the permit submission process at both state and federal levels. She actively contributes to the development of safety and security plans, and facilitates comprehensive personnel training to ensure regulatory compliance within the maritime sector.

María’s impressive educational background includes a Bachelor’s degree in Environmental Science and certifications in Proposal Writing & Funds Management, along with Certified Interpretative Guide and Project Management. Her skill set comprises fundraising and grant writing, external funds management, project management, and expertise in environmental compliance and regulations. In her role as Environmental Specialist at PRMG, she delivers expert guidance in adhering to environmental regulations, supports clients in permit submissions, manages project oversight and reporting, and actively participates in the development and revision of safety and security plans. María conducts drills and exercises emphasizing personnel readiness and equipment management, ensuring effective incident response.

María’s journey through non-profit organizations, including Para La Naturaleza, equipped her with vital leadership skills. Her roles as Botanical Institute Coordinator, Environmental Coordinator, and Environmental Interpreter involved funding identification, proposal development, environmental project and educational program oversight, and the management of federal and private funding for natural conservation projects. Her work extended to coordinating mitigation activities, risk analysis, and engaging community stakeholders in natural protected area conservation plans, contributing to community resilience. In her current capacity at PRMG, María continues to make a significant impact on environmental compliance, safety, and security within the maritime sector, translating her dedication to practical solutions for the industry and the broader community.

Natallia Lopez

Natallia Lopez, the Maritime Transportation System Specialist at Puerto Rico Maritime Group (PRMG), LLC, is a seasoned maritime professional known for her extensive expertise in improving ashore operations, guiding clients, and enhancing safety and security. With a strong educational foundation in Environmental Science and certifications ranging from Journeymen Marine Inspector to Waterways Management, Natallia’s skill set and fluency in Spanish expand her capabilities.

In her role at PRMG, Natallia develops and implements security plans to optimize ashore operations, reduce costs, and streamline processes for marine terminal clients, emphasizing efficiency and safety. She provides expert guidance, creates unique security and emergency response plans, and conducts thorough assessments and analyses to identify areas for improvement.

Natallia’s career includes vital leadership roles within the U.S. Coast Guard, such as Chief of Investigations and Chief of Waterways Management. Her experiences range from overseeing critical investigations to leading significant projects like repair proposals and environmental impact assessments. With a focus on safety, security, and compliance, Natallia’s proactive approach to the maritime industry ensures the highest standards of efficiency and security.
